OEM equipment is specific to each manufacturer. You are not likely going to find a single decoder that works for every vehicle. Look for one specific to your vehicle’s manufacturer, try multiple ones until you find the information you seek.
A quick “Ford vin decoder” OEM options or similar does it for me

There’s an android port called xgimp … but it doesn’t look great.
Guess you could try one of the standard closed source apps? I’d go with Pixlr
